Mitchell & O’Shea Drain 2026 Improvements

Council adopted the Engineer’s Report for the Mitchell & O’Shea Drain 2026 project, which includes upgrades to improve drainage and manage surface water through new tile, catch basins, and related infrastructure.

A Court of Revision has been scheduled for June 2, 2026, to review assessments related to the project.


Residential Severance Approved – 132 Francis Street

Council approved a consent application to sever a residential lot at 132 Francis Street to allow for a new single detached dwelling.

The approval includes conditions related to servicing, parkland dedication, and updated 911 addressing requirements to meet NG911 standards.


Municipal Drain Maintenance Program

Council received a report on municipal drain maintenance costs, including work completed in previous years.

Staff will continue to bring forward annual by-laws to ensure maintenance costs are recovered and aligned with grant opportunities moving forward.


2025 Annual Planning Report

Council received the 2025 Annual Planning Report, highlighting:

  • 33 planning applications processed
  • Continued subdivision activity
  • Progress on Official Plan updates
  • Support for Housing Accelerator Fund initiatives

The report also noted that the Township is working toward meeting provincial density targets.


Damen Municipal Drain Tender Awarded

Council awarded the Damen Municipal Drain construction tender to Robinson Farm Drainage Ltd. in the amount of $806,085.50 (including HST) following a competitive bidding process.


Infrastructure & Public Works Updates

Council received updates on several ongoing and upcoming projects, including:

  • Completion of paving work on Saintsbury Line
  • Upcoming temporary road closure at Saintsbury Line & Richmond Street
  • Progress on the trunk main expansion project
  • Installation of fibre optic infrastructure (Quadro Communications) throughout Lucan over the coming years

These projects support continued growth and infrastructure improvements in the community.

Mitchell-Grace Drain – Engineer Appointment

Council appointed Spriet Associates to prepare a drainage report for proposed modifications to the Mitchell-Grace Drain to accommodate a new agricultural building.

All associated costs will be the responsibility of the requesting landowner.


Community Updates

Council highlighted several upcoming community initiatives:

  • Recognition of Earth Day and the importance of sustainability
  • Reminder of Pitch-In Day and the e-waste collection event hosted by local Scouts and Guides

Residents were encouraged to participate and help keep the community clean and environmentally responsible.


By-laws Adopted

Council adopted several by-laws, including:

  • Drainage works for the Mitchell & O’Shea Drain
  • Collection of municipal drain maintenance costs
  • A confirming by-law for actions taken at the April 21 meeting
