Council Meeting Highlights – April 7, 2026

Council Highlights is an informal summary of selected actions taken by the Township of Lucan Biddulph Council at its meeting held on April 7, 2026. Delegations & Presentations:

Highview Residences

  • Joy Birch, President of Highview Residences, presented a proposal for a new multigenerational supported living model in Lucan Biddulph. 
  • The concept includes approximately 51–53 suites focused on independence, connection, and community-based living. 
  • The development aims to address gaps in supported housing, particularly for individuals with developmental disabilities and those not suited to traditional care models. 

Upper Thames River Conservation Authority (UTRCA)

  • Brian Petrie provided an update on the Province’s proposed consolidation of conservation authorities. 
  • The transition to a new Western Lake Erie Regional Conservation Authority is anticipated by early 2027. 
  • Key concerns include potential loss of local representation, governance changes, and financial impacts to municipalities. 

 

Reports & Activity Updates

Council received a number of staff activity reports, including:

  • Fire Services – Updates on grant funding, equipment purchases, and ongoing discussions regarding a fire protection agreement with Perth South. 
  • Parks & Recreation – Progress on capital projects including arena lighting upgrades, park signage, and summer programming. Online registration for day camp launched successfully with strong uptake. 
  • Public Works – Updates on infrastructure projects including wastewater treatment expansion, roadwork planning, and water system maintenance. 
  • Economic Development – Work is underway on the 2026–2030 Economic Development Strategic Plan, along with planning for Canada Day and the April 25 Pitch-In Day. 

 

Council & Administrative Matters

  • Council received a report outlining “Lame Duck” restrictions related to the 2026 Municipal Election. 
  • Council approved in principle updated Public Notice and Accountability & Transparency policies
  • A reminder was provided regarding the upcoming Candidate Information Session on April 28, 2026

Finance

  • Council reviewed the allocation of proceeds from recent land sales. 
  • Funds will be directed: 
    • 58% to the Tax Rate Stabilization Reserve 
    • 42% to the Parks & Recreation Reserve 

Infrastructure & Public Works

  • Council awarded the tender for the Lucan Easement Trunk Sanitary Sewer Replacement project to Birnam Excavating Ltd. 
  • The total project value is approximately $959,603, including contingency and HST. 
  • Council also received updates related to the Lucan Wastewater Treatment Plant expansion and project oversight.
