Council Meeting Highlights – March 17, 2026

 

Lucan Biddulph Council met on Tuesday, March 17, 2026, at 6:00 p.m. at the Township Office.

Committee of Adjustment

Council adjourned its regular meeting to sit as the Committee of Adjustment to consider a minor variance application:

 
  • 34069 Saintsbury Line (A1/2026): Council approved a request for relief from the Zoning By-law to reduce the minimum exterior side yard setback from 3.5 metres to 1.0 metre. This will facilitate the construction of a new double-car attached garage. The approval is subject to the applicant providing a scoped tree preservation plan to ensure no impact on existing street trees.

     

Delegations and Presentations

  • Wastewater Operations: Paul Sherban from the Ontario Clean Water Agency (OCWA) presented the 2025 4th Quarter reports for the Lucan Biddulph Wastewater Treatment Plant and the Granton RBC. Council received the reports, which detailed compliance summaries, monitoring results, and maintenance activities.

     
  • Water Distribution: James Knechtel from JACOBS presented the 2025 Annual Water System Distribution Report. The report highlighted that the system received a Ministry inspection rating of 95.34% in late 2025.

     

Planning and Development

  • Timber Ridge Subdivision (Phase I): Council approved Zoning By-law Amendment ZBA2-2026 to remove the "Holding" (H-4) symbol for 61 single-detached lots in the Timber Ridge Subdivision. This allows the development to proceed to the next phase.

 

Staff Reports

  • Finance: Council received the accounts paid for February 2026, totaling $663,587.19.

     
  • Other Business: Council reviewed a response from the Ministry of Transportation (MTO) regarding potential Highway 4 improvements south of Lucan. The discussion focused on urbanizing and extending the highway connecting link.

     

By-laws

Council adopted several by-laws, including:

 
  • By-law 05-2026: Providing for drainage works for the Damen Drain 2025.

     
  • By-law 13-2026: A new by-law regarding the filling up, draining, and clearing of land and refuse within the Township.

     
  • By-law 201-2026: Amending the Comprehensive Zoning By-law for the Timber Ridge Subdivision.

     
  • By-law 14-2026: A confirmatory by-law to adopt the proceedings of the March 17, 2026, meeting.
