The following is an informal summary of selected actions from the Council meeting and is not the official record.

Fireworks By-law Being Developed

Council reviewed a proposed new Fireworks By-law to clarify when fireworks may be used, establish requirements for retailers and require permits for display fireworks. Staff were directed to bring a finalized by-law to the next regular Council meeting and proceed with the process for approval of set fines.

Organizational Review Approved

Council authorized Town Hall Consulting to complete an organizational review of the Township. The review is intended to guide municipal operations and future budget discussions. Any required costs above the approved budget will be funded from the Tax Rate Stabilization Reserve at year-end.

Building Activity Increases in 2026

Council received the second-quarter building report, which showed an increase in residential construction. Single-family dwelling permits rose from 22 in the first half of 2025 to 46 in the first half of 2026, with overall building permits also increasing.

Municipal Investment Framework Approved

Council approved an investment policy and by-law to support participation in the ONE Joint Investment Board under the Prudent Investor Standard. The agreement remains subject to the Board’s approval of the Township as a participating municipality, with the effective date to be determined after the required steps are completed.

Fire Department Mutual Aid Agreements Updated

Council adopted a by-law confirming the Lucan Biddulph Fire Department’s participation in mutual aid plans with Middlesex, Perth and Huron counties. The updated by-law brings the arrangements for the Lucan and Granton stations together under the amalgamated department.
