The following is an informal summary of selected actions from the Council meeting and is not the official record.
Richmond Street Mixed-Use Development Deferred
Council considered revised plans for a proposed mixed-use apartment development at 33400 Richmond Street. The revised proposal reduced the number of residential units from 58 to 54 and included changes to building height, parking and setbacks.
Council heard concerns from area residents related to building height, shadows, traffic, parking, drainage and impacts on neighbouring properties. Following discussion, Council deferred the application and directed staff to work with the applicant to consider a further reduction in the height of the proposed building. A report is expected to return to Council on July 14.
Scotts Drive Reconstruction Tender Awarded
Council awarded the tender for the Scotts Drive reconstruction project to Dufferin Construction Company for $425,996.55, including HST. The project includes the County road intersection upgrade required as part of the Ausable Fields development as well as reconstruction of Scotts Drive.
Lands on Richmond Street Prepared for Future Residential Development
Council approved planning applications involving lands at 33857 Richmond Street to help prepare a portion of the property for a future residential subdivision. The approvals allow approximately 7.76 acres of land within the settlement area to be separated from the remaining agricultural lands and rezoned to Future Residential. A future plan of subdivision application will still be required before development can proceed.
Wastewater Treatment Plant Operations Update
Council received first-quarter operating reports from the Ontario Clean Water Agency. The Lucan Wastewater Treatment Plant was operating at 103% of its rated capacity, with expansion work underway to address capacity needs. No non-compliance issues were reported at the Lucan plant during the first quarter.
The Granton treatment plant was operating at approximately 66% of its rated capacity. Two non-compliances related to total ammonia nitrogen were reported, with results improving following repairs to the facility's HVAC system.
Hellen Bulanda Recognized as Senior of the Year
Council celebrated Seniors Month by recognizing Hellen Bulanda as Lucan Biddulph's Senior of the Year. Hellen was recognized for her many years of leadership with Guiding in Lucan, her work with the Scout-Guide Hall Committee and her commitment to fundraising, community service and mentoring generations of girls and young women.
