Council Meeting Highlights – May 5, 2026

Supporting Agriculture and Rural Communities

Council welcomed representatives from the Middlesex Federation of Agriculture (MFA) and Ontario Federation of Agriculture (OFA) for an update on current agricultural priorities and advocacy efforts. Discussion included labour challenges, renewable energy projects, conservation authority changes, and support for agricultural businesses throughout Middlesex County.

Tree Planting and Urban Canopy Discussion

Following correspondence from a resident regarding the removal of mature trees, Council discussed current boulevard tree planting practices and opportunities to increase tree coverage throughout the community. Staff were directed to prepare a future report outlining current practices and options for enhancing tree planting initiatives.

Municipal Election Compliance Audit Committee

Council approved participation in the Joint Middlesex County Election Compliance Audit Committee for the 2026 Municipal Election. The committee will oversee any election-related compliance audit applications received following the October municipal election.

Industrial, Commercial and Institutional (ICI) Recycling Changes

Council approved a cost-recovery model for Industrial, Commercial and Institutional recycling services beginning in 2027. The new approach will ensure recycling program costs are allocated fairly among participating users while maintaining service levels.

First Quarter Financial Update

Council received the Township's first quarter financial report, providing an overview of revenues, expenditures, and budget performance through the first three months of 2026.

2025 Financial Surplus Allocated

Council directed that the anticipated 2025 operating surplus be transferred to the Township's Tax Rate Stabilization Reserve. This reserve helps manage future financial pressures and supports long-term tax stability.

Proposed Hockey Academy Pilot Program

Council approved a one-year pilot project providing a 10% rental discount for a proposed hockey academy operating out of the Lucan Biddulph Community Memorial Centre. The pilot will help evaluate the program's potential benefits to the facility and community.

Community-Led Dog Park Improvements

Council endorsed a community-led dog park revitalization project. Donations raised through community partners will support improvements including a shade structure and future enhancements to the dog park.

Supporting Rural Municipal Representation

Council supported a request from the Western Ontario Wardens' Caucus encouraging the Province to maintain locally elected leadership and consult municipalities regarding any future governance changes affecting upper-tier municipalities.
