Lucan Biddulph Breaks Ground on Wastewater Treatment Plant Expansion & Upgrade Project: Supported by the Government of Ontario through the Municipal Housing Infrastructure Program’s Housing-Enabling Water Systems Fund (MHIP-HEWSF)

LUCAN, ON – June 23, 2026 – The Township of Lucan Biddulph today celebrated the official groundbreaking of the Lucan Wastewater Treatment Plant Expansion and Upgrade Project, a major infrastructure investment that will modernize and improve the township's existing wastewater treatment system while creating the capacity needed to support future growth.

The project was supported through the Ontario government’s investment of more than $18.5 million through the Housing-Enabling Water Systems Fund under the Municipal Housing Infrastructure Program (MHIP-HEWSF). It will include the upgrading of aging wastewater infrastructure, improving system performance and reliability, strengthening environmental protection and expanding treatment capacity to accommodate future residential and economic development.

The project represents one of the largest infrastructure investments in the township's history and will help ensure the wastewater system continues to meet the needs of current residents and businesses while preparing the community for future growth.

“Through our government’s $4 billion Municipal Housing Infrastructure Program, we are protecting Ontario by investing in local infrastructure that drives economic growth, enables more homes and strengthens communities,” said Todd McCarthy, Ontario’s Acting Minister of Infrastructure. “For families and residents in Lucan Biddulph, this project will help unlock the construction of nearly 1,000 new homes, helping support long-term growth and new jobs across the region.”

"Today's groundbreaking marks a major milestone for Lucan Biddulph and reflects our commitment to investing in essential infrastructure," said Mayor Cathy Burghardt-Jesson. "While this project will create additional capacity to support future housing and economic development, it is equally important because it provides critical upgrades to our existing wastewater treatment system. These improvements will enhance reliability, improve operational efficiency, support environmental stewardship and ensure we can continue delivering safe and dependable wastewater services to residents and businesses for decades to come."

The Township was joined at today's ceremony by Steve Pinsonneault, MPP for Lambton—Kent—Middlesex, members of Council, municipal staff, BM Ross and Beaudoin Construction to commemorate the beginning of construction.

"Infrastructure projects like this are not always visible to the public, but they are fundamental to a community's success," added Mayor Burghardt-Jesson. "This investment strengthens the services residents depend on every day while positioning Lucan Biddulph for a strong and sustainable future. We thank the Government of Ontario and all project partners for helping make this important investment possible."

As a small Ontario community with rapid growth, Lucan Biddulph recognizes the importance of maintaining and improving core municipal infrastructure. The Lucan Wastewater Treatment Plant Expansion project will provide long-term benefits by modernizing treatment processes, increasing system resiliency, supporting environmental compliance requirements and ensuring sufficient capacity exists to accommodate future development.

Construction is expected to continue through 2027, with updates provided to residents throughout the project.
