Lucan Biddulph Council Meeting Highlights – Feb 17, 2026

Mayor’s Honour Roll Presentations The meeting began with the presentation of the 2026 Mayor’s Honour Roll, recognizing outstanding community contributions:

Court of Revision: Damen Drain 2025 Council adjourned the regular meeting to sit as the Court of Revision for the Damen Drain 2025 project.

  • Assessment Schedule: With no appeals received from landowners, the Court officially adopted the revised Drainage Assessment Schedule dated October 31, 2024, prepared by Spriet Associates Ltd.

  • Project Status: This move allows the drainage work to proceed based on the engineering report and specifications updated in January 2026.

Staff Reports & Key Decisions

  • Housing Accelerator Fund (HAF II) Allocation (Report CAO-01-2026): Council approved the specific distribution of $2,625,313.80 in federal funding received through the Housing Accelerator Fund. The funds are earmarked as follows:

    • $2,000,000.00: Expansion of the Lucan Sewage Treatment Plant (critical infrastructure for growth).

    • $350,000.00: Affordable Housing Incentive Stream.

    • $200,000.00: Additional Residential Unit (ARU) Grant Program.

    • $75,313.80: Consulting, legal, and promotional costs.

  • Zoning By-law Amendments (Report PL-02-2026): Following the HAF funding approval, Council passed By-law 200-2026. This amends the Comprehensive Zoning By-law (100-2003) to include new provisions required by the Housing Accelerator Fund, aimed at increasing housing density and streamlining development.

  • 2026 Tenders (Public Works Reports): Two major maintenance tenders were awarded to ensure road safety and quality for the coming year:

    • Dust Control: Awarded to Andemar Dust and Ice Control Limited for $88,266.00 for the supply and delivery of dust suppressant.
