Damen Drain - Drainage Report

Spriet Associates presented Damen Drain Engineering Report (2025) and provided a summary of the report for consideration regarding upgrades to the Damen Drain 2025. The request was initiated by affected land owners and site meetings were held with respect to the project as well as field investigation and survey completed.  He reviewed the findings and recommendations being made for open and closed portion of the drain, noting that portions of the old Damen Drain would be abandoned and become private infrastructure.  He further noted repairs would require two crossing along Highway 23 and as a result the MTO will require geotechnical reports as well as sediment monitoring, which is a fairly new requirement.

County of Middlesex Presentation - Rural Homelessness

Joe Winser, Director of Human Services for the County of Middlesex, provided an overview of homelessness supports across Middlesex County, highlighting the varied forms homelessness can take and the daily challenges individuals face. He spoke to the distinction between visible and hidden homelessness, noting that Middlesex County sees a significant number of hidden cases, such as individuals and families living in cars, trailers, or temporarily staying on someone else’s couch. Joe identified key barriers to securing stable housing, including transportation challenges, limited funding or poor credit, difficulty navigating the housing market, and a lack of affordable housing options. Asset Management Plan Update - Dillon Consulting

ason Johnson and Andrea Winter from Dillon Consulting attended to provide an update on our Asset Management Plan (AMP) 2025.  J. Johnson noted this updated plan builds off of the 2022 AMP by introducing proposed levels of service and associated financial needs.  He noted the increase in estimated value of assets of the Township since 2022 and advised 75% of the current assets are in very good condition.  A copy of the full presentation can be found at:  https://pub-lucanbiddulph.escribemeetings.com/filestream.ashx?DocumentId=14947

Administration/Clerks Department - 2025 Recap of Activities 

Finance

Director of Finance, K. Langendyk presented report no. FIN-01-2026 for consideration regarding the 2026 budget. Council adopted the 2026 operating budget based on the changes presented (Option B) with a total tax rate increase of 5.62%.  A a new reserve called Fire Vehicle Replacement will be as well as the 2026 capital budget was approved.  The full report can be accessed here at: https://pub-lucanbiddulph.escribemeetings.com/filestream.ashx?DocumentId=14934
